Federal Transportation Improvement Program (FTIP) and Air Quality Planning

The Federal Transportation Improvement Program (FTIP) is a comprehensive, four-year transportation spending plan for the region that lists every transportation project that will receive federal funds or that is subject to a federally required action, such as a review and approval of environmental documents. The projects in the FTIP are developed and updated by MCTC through its member agencies and in cooperation with State and Federal agencies and the eight San Joaquin Valley counties.

NOTICE OF PUBLIC REVIEW AND CONSULTATION ON THE

DRAFT AMENDMENT NO. 12 TO THE 2025 FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM

The Madera County Transportation Commission (MCTC) is proposing a Formal Amendment (Type 3) to its federally approved 2025 Federal Transportation Improvement Program (FTIP). The 2025 FTIP is the programming document that identifies four years (FY 24/25, FY 25/26, FY 26/27 and FY 27/28) of federal, state and local funding sources for projects in Madera County.

The proposed amendment will be circulated for a 7-day public comment period. MCTC’s adopted FTIP amendment procedures do not require a public hearing for Type 3 amendments. Additionally, Type 3 amendments may be approved by the MCTC Executive Director as authorized by the MCTC Policy Board.

The public review and comment period is open for 7 days commencing on October 31, 2025, and ending on November 7, 2025. Comments are due by November 7, 2025, at 3:00 p.m. These documents can also be viewed on the MCTC Website.

Public notice of public involvement activities and time established for public review and comments on this amendment will satisfy the program of projects (POP) requirements for Federal Transit Administration (FTA) projects.
